       "To borrow money on the credit of the United States"

      President bush was getting money on fact that he was the president and people listen to what he said to do. Bush is taking advantage of the fact that he is president and is exporting money off the well being of others and foreign Countries. Although he is using the some of the money to help the U.S army, he still shouldn't use all of the money that is in the federal bugdet to get things for the army. They also have to use the federal budget for human resources,  general government, and human resources.                                                                                                                                   

    This article connects to Article 1, The legislative branch, Section 8, Clause 2 of the united states constitution. Well Bush was taking all of the money out of the federal budget, which is something they have to share with other important things. But Bush doesnt seem to be worring about all of the other responsiblities the federal Budget has because in the Political cartoon it shows how bush id happy rolling around in the money and seems to be only thinking about himself.

    I believe that Bush could have took the money and split it up different betwee all of the resouces they need to supply for. I also believe that the constitution had to play a part in this because it says that you can borrow money off of the credit of the united states. We all know that the united States it in a big amount of debt and really needs to be tring to pay some of it off but instead bushed wanted to spend majority of the money on something that could have been pushed back some.
